I think the best solution is probably an inline passive attenuator like this:

If your headphones don't support it (e.g. earbuds) you can use a gender bender. I've got one of these in my tangara case and it works really well. There's no impact on sound quality, but you do need to set the tangara volume a bit higher than usual.
